unexpended balance of the appropriat ion of $3,500,000 c ontain ed in the Sec ond Deficiency Appropriation Act, fiscal year 1924, approve d December 5, 1924, for the eradication of the foot-and- mouth disease and other contagious or infectious diseases of animals, is hereby made available during the fiscal year 1937 to enable the Secretary of Agriculture to control and eradicate the European fowl pest and similar diseases in poultry .
