PUBLIC LAW 97-101—DEC. 23, 1981 VETERANS ADMINISTRATION COMPENSATION AND PENSIONS

For the payment of compensation, pensions, gratuities, and allowances, mcluding burial awards, plot allowances, burial flags, headstones and grave markers, emergency and other officers' retirement pay, adjusted-service credits and certificates, and other benefits as authorized by law; and for payment of premiums due on commercial life insurance policies guaranteed under the provisions of article 50 USC app. 540. IV of the Soldiers' and Sailors' Civil Relief Act of 1940, as amended, $12,881,600,000, to remain available until expended. READJUSTMENT BENEFITS

For the payment of readjustment and rehabilitation benefits to or on behalf of veterans as authorized by law (38 U.S.C. chapters 21, 31, 38 USC 801 et 32, 34-36, 39, 51, 53, 55, and 61), $1,658,000,000, to remain available 1ft?ii^!^^ ^**^*' ^^^^^ expended: Provided, That this appropriation is hereby reduced mi-mo'etseq ^y $19,700,000 through the elimination of payments for flight and 1901 et seq., 3001 correspondence training benefits, except for those persons enrolled in etseq., 3ioi et flight training on August 31, 1981, and correspondence training on wii ^^^^ ^^ ^^^ September 30, 1981, and who remain continuously thereafter so 3501 et seq. enrolled and meet the applicable requirements of eligibility. VETERANS INSURANCE AND INDEMNITIES

For military and naval insurance, national service life insurance, servicemen's indemnities, and service-disabled veterans insurance, a s authorized by law (38 U.S.C. chapter 19; 70 Stat. 887; 72 Stat. 487), $8,500,000, to remain available until expended. During 1982, within the resources available, gross obligations for direct loans a r e authorized in such a m o u n t s as may be necessary to carry out the purposes of the " Veterans insurance and indemnities fund". MEDICAL CARE

For necessary expenses for the maintenance and operation of hospitals, nursing homes, and domiciliary facilities; for furnishing, as authorized by law, inpatient and outpatient care and treatment to beneficiaries of the Veterans Administration, including care and treatment in facilities not under the jurisdiction of the Veterans Administration, and furnishing recreational facilities, supplies and equipment; funeral, burial and other expenses incidental thereto for beneficiaries receiving care in Veterans Administration facilities; repairing, altering, improving or providing facilities in the several hospitals and homes under the jurisdiction of the Veterans Administration, not otherwise provided for, either by contract or by the hire of temporary employees and purchase of materials; uniforms or allowances therefor, as authorized by law (5 U.S.C. 5901-5902); and aid to State homes as authorized by law (38 U.S.C. 641); $6,966,418,000, plus reimbursements. MEDICAL AND PROSTHETIC RESEARCH

For necessary expenses in carrying out programs of medical and prosthetic research and development, as authorized by law, to remain available until September 30, 1983, $150,699,000, plus reimbursements.
