The sums requested herein for the District of Columbia shall unless otherwise specifically provided for, be paid out of the general fund of the District of Columbia, as defined in the District of Columbia Appropriations Act for the fiscal year involved. F'or an additional amount for "Disaster relief", including expenses necessary to carry out the provisions of section 9 of the Disaster Relief ^^^ ^f i9f;(^ (Public Law 89-769), $9,550,000, to remain available until expended: Provided. That not to exceed 8 per centum of the foregoing amount shall be available for administrative expenses.
