The Secretary is hereby authorized to make such expenditures, within the limits of funds available in the following revolving funds, and in accord with law, and to make such contracts and commitments without regard to fiscal year limitation as provided by section 104 of the Government Corporation Control Act, as amended, as may be necessary in carrying out the programs set forth in the budget for the current fiscal year for the "Health Professions Education F u n d " and the "Nurse Training Fund". SAIXT ELIZABETHS HOSPITAL SALARIES AND EXPENSES

For expenses necessary for the maintenance and operation of the hospital, inchiding clotliing for patients, and cooperation with organizations or individuals in the scientific researcli into the nature, causes, prevention, and treatment of mental illness, $9,028,000 or such amount as may be necessary to provide a total appropriation equal to the difference between the amount of the reimbursements received during the current fiscal year on account of patient care provided by the hospital during such year and $35,124,000. BUILDINGS AND FACILITIES

For construction, alterations, extension, and equipment of buildings and facilities on the grounds of the hospital, including preparation of plans and specifications, $1,237,000, to remain available until expended. SOCIAL SECIRITY ADMINISTRATION LIMIT.VTION ON SALARIES AND EXPENSES

For necessary expenses, not more than $631,500,000 may be expended as authorized by section 201(g)(1) of the Social Security Act, as amended, from any one or all of the trust funds referred to therein: Provided. That such amounts as are required shall be available to pay the cost of necessary travel incident to medical examinations or hearings for verifying disabilities or for review of disability determinations, of individuals who file applications for disability determinations under title IT of the Social Security Act, as amended: Provided further. That $25,000,000 of the foregoing amount shall be apportioned for use pursuant to section 3679 of the Revised Statutes, as amended (31 U.S.C. 665), only to the extent necessary to process workloads not anticipated in the budget estimates and to meet mandatory increases in costs of agencies or organizations with which agreements have been made to participate in the administration of title X VIII of the Social Security Act, as amended, and after maximum absorption of such costs within the remainder of the existing limitation has been achieved.
