SIR: I have the honour to refer to the note dated December 24th, 1947, Ante, p. 2652- and its enclosures, from the Acting Secretary of State concerning the matter of a mutual understanding between Representatives of the Government of the United States and Representatives of the Govern- ment of Canada as to engineering standards applicable to the alloca- tion of standard broadcasting stations in the Band of frequencies extending from 540 to 1600 Kilocycles. I am directed by my Government to inform you that an Agreement in the sense described in the Note under reference from the Acting Secretary of State is acceptable to it and that the note from the Acting Secretary of State and this reply be regarded as constituting the terms of an understanding on the subject, effective as of today's date, between the Government of the United States and the Govern- ment of Canada.
