PUBLIC LAWS ENACTED DURING THE SECOND SESSION OF THE SEVENTY-NINTH CONGRESS OF THE UNITED STATES OF AMERICA Begun and held at the City of Washington on Monday, January 14, 1946, and adjourned sine die on Friday, August 2, 1946 HARRY S. [CHAPTER 2] AN ACT To provide for adjustment between the proper appropriations, of unpaid balances in the pay accounts of naval personnel on the last day of each fiscal year, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That upon certifi- cation to the Comptroller General and the Secretary of the Treasury by the Bureau of Supplies and Accounts on transfer and counter- warrants of the net amount of the unpaid and overpaid balances occurring in the individual pay accounts of naval personnel on the last day of any fiscal year, such net amount shall be charged against the appropriation for the fiscal year in which such balances occurred, and from which such amount was payable, and shall be credited to and payable from the corresponding appropriation for the next suc- ceeding fiscal year. Approved February 9, 1946. [CHAPTER 3] AN ACT To amend section 2 (b) of the Act entitled "An Act extending the classified executive civil service of the United States", approved November 26, 1940, so as to provide for counting military service of certain employees of the legisla- tive branch in determining the eligibility of such employees for civil-service status under such Act. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That subsection (b) of section 2 of the Act entitled "An Act extending the classified executive civil service of the United States", approved November 26, 1940 (54 Stat. 1212; U. S. C., title 5, sec. 631 (b)), is amended by adding at the end of such subsection a new sentence as follows: "In the case of an individual who shall have held such a position in the legislative branch for at least two years and who shall have been separated from such position for the purpose of entering the military 3 February 9, 194 [S. 1467] [Public Law 294] Naval personnel Pay accounts.
