Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the retired pay of Lieutenant (Junior Grade) Svend J. Skou, United States Navy, retired, shall be three-fourths of the highest pay of his grade: Pro- vided, That no back pay or allowances shall be held to have accrued under the provisions of this Act prior to the date of its enactment. Approved March 14, 1944. [CHAPTER 96] AN ACT To authorize the appointment of Gregory Boyington a first lieutenant in the Marine Corps. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the President be, and he is hereby, authorized to appoint Gregory Boyington, form- erly a first lieutenant, United States Marine Corps, a first lieutenant on the active list of the Marine Corps, with the same date of rank and precedence held by him under such former commission: Provided, That the said Gregory Boyington shall be an additional number in the grade of first lieutenant, and to any to which he may hereafter be appointed: Providedfurther, That nothing herein shall be construed to entitle the said Gregory Boyington to any back pay, allowances, or other emoluments by reason of the enactment of this Act. Approved March 14, 1944. [CHAPTER 97] AN ACT For the relief of W. E. Dowdell and June Dowdell. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury be. and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, the sum of $1,700, to W. E. Dowdell and June Dowdell, of 722 West Thirty-eighth Street, Houston, Texas, in full settlement of all claims against the United States for property damages sustained as a result of a United States Army airplane, bearing number 41-16175 on the tail structure, crashed into their residence at 722 West Thirty-eighth Street, Garden Oaks, Houston, Texas, on February 7, 1943: Provided, That no part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000.
