58 STAT.] 78TH CONG. , 2D SESS. -CH. 296-JUNE 28, 1944 BUREAU OF ANIMAL INDUSTRY SALARIES AND EXPENSES For the employment of persons and means in the District of Columbia and elsewhere, including not to exceed $712,955 for depart- mental personal services in the District of Columbia, for carrying out the provisions of the Act, as amended, establishing a Bureau of Animal Industry, and related Acts; and the Secretary, upon applica- tion of any exporter, importer, packer, or owner of, or the agent thereof, or dealer in, livestock, hides, skins, meat, or other animal products, may in his discretion, make inspections and examinations at places other than the headquarters of inspectors for the con- venience of said applicants and charge the applicants for the expenses of travel and subsistence incurred for such inspections and examina- tions, the funds derived from such charges to be deposited in the Treasury of the United States to the credit of the appropriation from which the expenses are paid; collect and disseminate information concerning livestock and animal products; prepare and disseminate reports on animal industry; purchase in the open market samples of all tuberculin, serums, antitoxins, or analogous products, of foreign or domestic manufacture, which are sold in the United States, for the detection, prevention, treatment, or cure of diseases of domestic animals, test the same, and disseminate the results of said tests in such manner as he may deem best, and purchase and destroy diseased or exposed animals, including poultry, or quarantine the same when- ever in his judgment essential to prevent the spread of pleuropneu- monia, tuberculosis, contagious poultry diseases, or other diseases of animals from one State to another, as follows: General administrative expenses: For necessary expenses for general administrative purposes, including the salary of Chief of Bureau and other personal services in the District of Columbia, $195,379. Animal husbandry: For investigations and experiments in animal husbandry and animal and poultry feeding and breeding, including cooperation with the State agricultural experiment stations and other agencies, including repairs and additions to and erection of buildings necessary to carry on the experiments (not to exceed $5,000 for the erection or alteration of any one building), $899,500. Diseases of animals: For scientific investigations of diseases of animals, including the alteration and construction of necessary build- ings at Beltsville, Maryland (not to exceed $5,000 for the erection or alteration of any one building), and necessary expenses for inves- tigations of tuberculin, serums, antitoxins, and analogous products, $756,939: Provided That fees shall be charged for all diagnoses in connection with rabies, except those performed for agencies of the United States Government, in such amounts as the Secretary shall prescribe, and such fees shall be covered into the Treasury as miscel- laneous receipts. Eradicating tuberculosis and Bang's disease: For the control and eradication of the diseases of tuberculosis and paratuberculosis of animals, avian tuberculosis, and Bang's disease of cattle, $5,433,232, together with not to exceed $343,959 of the unobligated balance of the appropriation for the fiscal year 1944: Provided, That in carry- ing out the purpose of this appropriation, if in the opinion of the Secretary it shall be necessary to condemn and destroy tuberculous or paratuberculous cattle, or cattle reacting to the test for Bang's disease, and if such animals have been destroyed, condemned, or die after condemnation, he may, in his discretion, and in accordance with such rules and regulations as he may prescribe, expend in the city of 93650--45--PT. --- 28 433 23 Stat. 31. 7U.8.C.§391; Supp. III, §§391-395.
