It is understood that nothing in this Agreement shall be an obstacle to such modification of the tariff nomenclature of these sections as may be made in order to complete the revised "Tariff of Import Valuations" referred to in the headnote of Part A of this Schedule, provided such modification does not have the effect of impairing the value of any con- cession specified in this Part.
