52 STAT.] 75TH CONG. , 3D SESS.- CH. 236-MAY 17, 1938 The purchase of supplies and equipment and the procurement of services at the Botanic Garden may be made in the open market without compliance with sections 3709 and 3744 of the Revised Stat- utes of the United States in the manner common among businessmen, when the aggregate amount of the purchase or the services does not exceed $50 in any instance. LIBRARY OF CONGRESS SALARIES For the Librarian, Chief Assistant Librarian, Chief Reference Librarian, and other personal services, including special and tem- porary services and extra special services of regular employees (not exceeding $2,000) at rates to be fixed by the Librarian, $1,054,200. For the Register of Copyrights, assistant register, and other personal services, $255,400. LEGISLATIVE REFERENCE SERVICE To enable the Librarian of Congress to employ competent persons to gather, classify, and make available, in translations, indexes, digests, compilations, and bulletins, and otherwise, data for or bearing upon legislation, and to render such data serviceable to Congress, and committees and Members thereof, and for printing and binding the digests of public general bills, and including not to exceed $5,700 for employees engaged on piecework and work by the day or hour at rates to be fixed by the Librarian, $99,500. DISTRIBUTION OF CARD INDEXES For the distribution of card indexes and other publications of the Library, including personal services, freight charges (not exceeding $500), expressage, postage, traveling expenses connected with such distribution, expenses of attendance at meetings when incurred on the written authority and direction of the Librarian, and including not to exceed $58,500 for employees engaged in piecework and work by the day or hour and for extra special services of regular employees at rates to be fixed by the Librarian; in all, $210,000. INDEX TO STATE LEGISLATION To enable the Librarian of Congress to prepare an index to the legislation of the several States, together with a supplemental digest of the more important legislation, as authorized and directed by the Act entitled "An Act providing for the preparation of a biennial index to State legislation", approved February 10, 1927 (2 U. S . C . 164, 165), including personal and other services within and without the District of Columbia, including not to exceed $2,500 for special and temporary services at rates to be fixed by the Librarian, travel, necessary material and apparatus, and for printing and binding the indexes and digests of State legislation for official distribution only, and other printing and binding incident to the work of compilation, stationery, and incidentals, $32,000. SUNDAY OPENING To enable the Library of Congress to be kept open for reference use on Sundays and on holidays within the discretion of the Librar- ian, including the extra services of employees and the services of additional employees under the Librarian, at rates to be fixed by the Librarian, $22,000. 393 Open market pur- chases of supplies.
