The President of the United States ; the President of the Senate and the Speaker of the House of Representatives, ex officio ; five persons to be appointed by the President of the United States ; five Senators to be appointed by the President of the Senate ; and five Representatives by the Speaker of the House of Representatives . SEC. 2. The commissioners shall receive no compensation for their Expenses allowed . services but shall be paid their actual and necessary traveling, hotel, and other expenses incurred in the discharge of their duties .
