Salaries and expenses. General administrative expenses : For eleven commissioners, secre- tary, and for all other authorized expenditures necessary in the execution of laws to regulate commerce, including one chief counsel, one director of finance, and one director of traffic at $10,000 each per annum, field hear ings, traveling expenses, and con tract steno- g raphi c re port ing servi ces ; $2,7 96, 465, of which amount not to exceed $2,430,000 may be expended for personal services in the triices in District of Columbia, exclusive of special counsel, for which the expenditure shall not exceed $50,000 ; not exceeding $3,000 for pur- chase and exchange of necessary books, reports, and periodicals ; not exceeding $100 in the open market for the purchase of office furni- ture similar in class or kind to that listed in the ge neral supply sche dule. Regulating accounts : To enable the Interstate Commerce Co m- mission to enforce compliance with section 20 and other sections of the Interstate Commerce Act as amended by the Act approved Ju ne 29, 1906 (U.
