C ., title 34, sec . 520 ; title 40, sec. 255) ; employment of personal services in the District of Columbia and elsewhere ; travel expenses ; rent of office space in foreign countries ; the maintenance, repair, and operation of motor- propelled passenger-carrying vehicles which may be furnished to the Commission by other departments of the Government or acquired by purchase ; the purchase of one motor-propelled passenger-carrying vehicle at a cost not exceeding $2,400 ; printing, binding, engraving, lithographing, photographing, and typewriting, including the publi- cation of information concerning the American activities, battlefields, memorials, and cemeteries in Europe ; the purchase of maps, text- bo oks, n ewspap ers an d peri odical s, $19 9,059 : Pr ovi ded , That not- withstanding the requirements of existing laws or regulations, and un der su ch ter ms and condi tions as the Commi ssion may in its d is- cretion deem necessary and proper, the Commission may contract for work in Europe and engage by contract or otherwise, the services of architects, firms of architects, and other technical and professional personnel : Pro vided furthe r, That the Commission may purchase supplies and materials without regard to section 3709 of the Revised Statutes (U. S. C., title 41, sec. 5) when the aggregate amount involved does not exceed $500 : Provided further, That when travel- ing on bu siness of th e Comm ission offic ers of the A rmy se rving as members or as secretary of the Commission may be reimbursed for exp enses as pro vided for ci vilian membe rs of the Co mmissi on : Pro- vided further, That the Commission may delegate to its chairman, secretary, or officials in charge of either its Washington or Paris offices, under such terms and conditions as it may prescribe, such of its authority as it may deem necessary and proper . B OARD OF TAX APP EALS For every expenditure requisite for and incident to the work of the Board of Tax Appeals as authorized under title IX, section 900, of the Revenue Act of 1924, approved June 2, 1924, as amended by title X of the Revenue Act of 1926, approved February 26, 1926, and title IV of the Revenue Act of 1928, approved May 29, 1928, and title IX of the Revenue Act of 1932, approved June 6, 1932, includ- ing personal services and contract stenographic reporting services, rent outside the District of Columbia, traveling expenses, car fare, statio nery, furnit ure, o ffice equipm ent, p urchas e and exchan ge of typewriters, law books and books of reference, periodicals, and all other necess ary su pplies , $514 ,000, of whi ch amo unt no t to e xceed $477,9 00 may be ex pended for p ersona l serv ices i n the Distri ct of Columbia .
