The Secretary of the Interior shall appoint such other other executive and executive and administrative officers as may, in his discretion, be administrative officers . requ ired. Such officers shall have such powers and duties as may be c onferred or impos ed upon them by l aw or ordinance, or by order of the Secretary of the Interior or executive regulation of the Gov- ernor not inconsistent with any such law or ordinance . The District Court of the Virgin Islands shall consist of ss District Court ; divi- two divisions, one constituted by the municipality of Saint Croix and o ne c onst itut ed by the mun icipa lity of Sain t Tho mas and Saint John, as def ined by local law in force on the date of enactment of this Act . The judge of the district court shall hold court in each Terms.
