SEC . 4. The Commission is authorized to prepare, and provide for the general distribution of, suitable medals and certificates for commemorating the celebration of the one-hundred-and-fiftieth anni- versary of the formation of the Constitution . SEC . 5. In carrying out the provisions of this resolution or any ot her prov isio n of law rel atin g to the cel ebra tion of the one- hund red- and- fiftieth anniver sary of the form ation of the Con stitutio n, the Comm ission i s author ized to procure advice a nd assis tance fr om any gove rnmental agency, includi ng the s ervices of techn ical and other personnel in the executive departments and independent establish- ments, and to procure advice and assistance from and cooperate with individuals and agencies, public or private . The Superintendent of Docu ments sh all make availab le to th e Commis sion the facilit ies of his office for the distribution of publications, posters, and other material herein authorized, if so requested . SEC . 6. The Commission shall have the same privilege of free transmission of official mail matter as other agencies of the United States Government . SEC. 7. The member s and emplo yees of the Commis sion shall be allowed actual traveling, subsistence, and other expenses incurred in the discharge of their duties . SEC . 8 . There is hereby authorized to be appropriated, out of any mo ney in the Tre asu ry not otherwise app rop ria te d, the sum of $200,000 for the purpose of carrying out the provisions of this ]able resolution and such sum when appropriated shall remain available unti l expend ed . To provide for the creation of the Perry's Victory and International Peace [S .3118.1 Memorial National Monument, on Put-in-Bay, South Ba ss Is lan d, in the [Public, No. 631 .] State of Ohio, and for other purposes . Be it enacted by the Senate and house of Representatives of the United States o f America in Congress assembled, That the Preside nt of t he Unite d States be, and he is h ereby, a uthorize d to est ablish by p roclamat ion the followin g-descri bed Gove rnment l ands, to gether with the Perry's Victory Memorial proper, its approaches, retaining walls, and all buildings, structures, and other property thereon, situated in Put-in-Bay Township, South Bass Island, Ottawa . County, Lake Erie, State of Ohio, as the "Perry's Victory and International Peace Memorial National Monument", for the preservation of the historical associations connected therewith, to inculcate the lessons of i nternati onal pea ce by ar bitratio n and di sarmamen t, and f or the benefit and enjoyment of the people : Commencing at the intersection of the mid dle li ne of Del aw are Avenue and Cha pm an Avenue, in the village of Put-in-Bay, and running thence south eighty-eight degrees fifty-nine minutes east in the middle line of said Delaware Avenue, and the same extended four hundred and ninety-five feet to La ke Er ie; thence north f orty-nin e degree s fifty- nine min utes east along said lake shore three hundred and forty-six feet; thence north forty-three degrees fourteen minutes east along said lake shore two hundred and twelve feet; thence north fifty-three degrees thirteen minutes east four hundred feet along said lake shore
