YVHEREAS, the President of the United States, under an Act of §;•g‘,f,§{g°· Congress approved March 2, 1917, entitled, "An Act To provide a Vol-39,pY954· civil government for Porto Rico, and for other purposes," is authorized to conve to the peogle of Porto Rico from time to time, in his discretion, such, lands, buil `ngs, or interests in lands or other roperty now owned by the United States and within the territorial limits of Porto Rico as in his opinion are no longer needed for purposes of the United States; and WHEREAS, certain lands in Porto Rico heretofore set aside for military purposes by Executive Order of June 30, 1903, are no longer needed for the purioses of the United States; and WHEREAS, suc lands are desired by the Government of Porto Rico to be used for school purposes and may be advantageously used for such pur oses by the peop e of Porto Rico; NOW, TIFEREFORE, I, WARREN G.
