The Interstate Commerce Commission shall formulate trR°¤*{,{,*;;1°¤¤ *;*1 regulations for the safe transportation within the limits of the juris- sxxgpgzc. in rfriiieii diction of the United States of explosives and other dangerous §§?§;'§t§2,i’°C‘§§‘Q§e§,{ articles, including iniiammable liquids, inflammable solids, oxidizing °°¤1¤11¤¤1°¤- materials, corrosive li uids, compressed gases, and poisonous sub- ,,_,l:,‘{{;,,,d3?’ p' 1*35* stances, which shall beqbinding upon all common carriers engaged in interstate or foreign commerce which transport explosives or other dangerous articles by land or water, and upon all shippers making shipments of explosives or other dangerous articles via any common carrier engaged in interstate or foreign commerce by land or water.
