To enable the Secretary of the Interior to ascertain who are entitled to share in the per capita distribution of the sum of seventy- A¤¢¢»1>-60¤- five thousand dollars appropriated by the act approved October nineteenth, eighteen hundred and eighty-eight, entitled "An act to secure to the Cherokee freedmen and others their proportion of certain proceeds of land under the act of March third, eighteen hundred and eighty-three," and to make payment thereof the sum of five thousand dollars or so much thereof as may be necessary and to comtpensate in such sum as he may deem reasonable any duly authorize agent or agents acting for said freedmen and rendering them aid in obtain- E¤v¤¤¤¤& ing the allowance of said seventy-five thousan dollars, the sum of fifteen thousand dollars, or so much thereof as may be necessary; · and the amount so expended in ascertaining to whom said money shall be paid shall be charged against the Cherokee Nation on account_ of its lands west of the Arkansas River, and shall be a lien on said lands, and shall be deducted from any payment hereafter made on account of said lands.
