Kasson, special commissioner, &c., on behalf of this department, and by Chevalier Advocate Giovanni Battista Tantesio, chief director of the Post·Ofliee Department of the kingdom of Italy, on behalf of his department, the same are by me hereby ratiied and approved, by and with the advice and consent of the President of the United States.
