d ,T hat the Commission shall provide to the Committees on A ppropriations a q uarterly accounting of the cumulative balances of any unobligated funds that were received by the Commission during any previous fiscal year: Provided fu r th er, That section 30 8( e ) of the United States- China Relations Act of 2000 (22 U.S.C. 69 18(e)) (relating to the treatment of employees as Congressional employees), and section 309 of such Act (22 U.S.C. 6919) (relating to printing and binding costs), shall apply to the Commission in the same manner as such section applies to the Congressional-Executive Commission on the People’s Republic of China: Provided further, That the Commission shall comply with chapter 43 of title 5, United States Code, regarding the establishment and regular review of employee performance appraisals: Provided further, That the Commission shall comply with section 4505a of title 5, United States Code, with respect to limitations on payment of performance-based cash awards: Provided further, That compensation for the executive director of the Commission may not exceed the rate payable for level I I of the Executive Schedule under section 5313 of title 5, United States Code: Provided further, That travel by members and staff of the Commission shall be arranged and conducted under the rules and procedures applying to travel by members and staff of the H ouse of Representatives.
