Provided further, That all funds credited to such Fund shall remain available for one fiscal year after the fiscal year in w hich they are deposited: Provided further, That up to $193 , 8 8 0 ,000 shall be available for continuation of the National C hildren ’ s S tudy: Provided further, That $ 54 4,109,000 shall be available for the Common Fund established under section 40 2A( c ) (1) of the P ublic Health Service Act ( ‘ ‘PHS Act’’): Provided further, That of the funds provided $10,000 shall be for official reception and representation e x penses when specifically approved by the D irector of the NIH: Provided further, That the O ffice of AIDS R esearch within the Office of the Director of the NIH may spend up to $8,000,000 to ma k e grants for construction or renova - tion of facilities as provided for in section 2354(a)(5)( B ) of the PHS Act .BUILD I NGSA ND F A C ILI T I E S For the study of, construction of, renovation of, and ac q uisition of equipment for, facilities of or used by the National Institutes of Health, including the acquisition of real property, $100,000,000, to remain available until expended. SUBSTANCE ABUSE AND MENTAL HEALT H SE RV ICES AD M INISTRATI O N SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES For carrying out titles III, V , and X IX of the Public Health Service Act (‘‘PHS Act’’) with respect to substance abuse and mental health services and the Protection and Advocacy for Individuals with Mental Illness Act, $3,431, 6 24,000, of which $14,518,000 shall be used for the pro j ects, and in the amounts, specified under the heading ‘‘Substance Abuse and Mental Health Services’’ in the statement of the managers on the conference report accompanying this Act: Provided , That notwithstanding section 520A(f)(2) of the PHS Act, no funds appropriated for carrying out section 520A are available for carrying out section 19 7 1 of the PHS Act: Provided further, That $795,000 shall be available until expended for reimbursing the G eneral Services Administration for environmental testing and remediation on the federally owned facilities at St. E lizabeths Hospital, including but not limited to testing and remedi- ation conducted prior to fiscal year 2010: Provided further, That in addition to amounts provided herein, the following amounts shall be available under section 241 of the PHS Act: (1) $79,200,000 to carry out subpart II of part B of title XIX of the PHS Act to fund section 1935(b) technical assistance, national data, data collection and evaluation activities, and further that the total avail- able under this Act for section 1935(b) activities shall not exceed 5 percent of the amounts appropriated for subpart II of part B of title XIX

(2) $21,039,000 to carry out subpart I of part B of title XIX of the PHS Act to fund section 1920(b) technical assist- ance, national data, data collection and evaluation activities, and further that the total available under this Act for section 1920(b) activities shall not exceed 5 percent of the amounts appropriated for subpart I of part B of title XIX; (3) $22,750,000 to carry out national surveys on drug abuse and mental health; and (4)
