(c) S T A F F.— ( 1 )IN G ENERAL.—The Chairperson of the Panel may, with - out regard to the civil service laws and regulations, appoint and terminate an executive director and such other additional personnel as may be necessary to enable the Panel to perform its duties. The employment of an executive director shall be sub j ect to confirmation by the Panel. ( 2 )C OM PENSAT I ON.—The Chairperson of the Panel may fix the compensation of the executive director and other per- sonnel without regard to chapter 51 and subchapter III of chapter 5 3 of title 5, United States Code, relating to classifica- tion of positions and G eneral Schedule pay rates, except that the rate of pay for the executive director and other personnel may not exceed the rate payable for level V of the Executive Schedule under section 531 6 of such title. (3) PERSONNEL AS FE D ERAL EMPLO Y EES.— ( A ) IN GENERAL.—The executive director and any per- sonnel of the Panel who are employees shall be employees under section 21 0 5 of title 5, United States Code, for pur- poses of chapters 63, 8 1,83,8 4 , 85,87,8 9 , 89A, 89 B , and 90 of that title. (B) M EM B ERS OF PANEL.—Subparagraph (A) shall not be construed to apply to members of the Panel. (d) D ETAIL OF GOVERNMENT EMPLOYEES.—Any F ederal Govern- ment employee may be detailed to the Panel without reimburse- ment, and such detail shall be without interruption or loss of civil service status or privilege. (e) PRO CU REMENT OF TEMPORARY AND INTERMITTENT SERV- ICES.—The Chairperson of the Panel may procure temporary and intermittent services under section 3109(b) of title 5, United States Code, at rates for individuals which do not exceed the daily e q uiva- lent of the annual rate of basic pay prescribed for level V of the Executive Schedule under section 5316 of such title. (f) ADMINISTRATIVE SUPPORT.—The General Services Adminis- tration shall provide the Panel with administrative support services, including the provision of office space and facilities. SEC.154 5. T E RMINA TI O NO F T H E P ANE L . The Panel shall terminate on September 30, 2013. SEC. 154 6 .A U THORI Z ATION OF APPROPRIATIONS.
