( 2 ) An assessment of private-sector pay and benefits for civilians of similar age, education, and experience with similar j ob responsibilities and wor k ing conditions as officers and enlisted personnel of the Armed Forces, including pay, bonuses, employee options, fringe benefits, retirement benefits, indi- vidual retirement investment benefits, flexible spending accounts and health savings accounts, and any other elements of private-sector compensation that the C omptroller G eneral considers appropriate. ( 3 ) An identification of the percentile of comparable private- sector compensation at which members of the Armed Forces are paid, including an assessment of the ade q uacy of percentile comparisons generally and whether the D epartment of Defense goal of compensating members of the Armed Forces at the 80 th percentile of comparable private-sector compensation, as described in the 10th Q uadrennial R eview of M ilitary Com- pensation, is appropriate and adequate to attract and retain quality individuals to serve in the Armed Forces. (c) R EPORT . —T he Comptroller General shall submit to the congressional defense committees a report on the study required by subsection (a) by not later than April 1, 2010. The following sections of title 3 7 , U nited States Code, are amended by striking ‘ ‘December 31, 200 9’ ’ and inserting ‘‘December 31, 2010’’

(1) Section 308b(g), relating to Selected Reserve reenlist- ment bonus. (2) Section 308c(i), relating to Selected Reserve affiliation or enlistment bonus. (3) Section 308d(c), relating to special pay for enlisted members assigned to certain high-priority units. ( 4 ) Section 308g(f)(2), relating to Ready Reserve enlistment bonus for persons without prior service. ( 5 ) Section 308h(e), relating to Ready Reserve enlistment and reenlistment bonus for persons with prior service. ( 6 ) Section 308i(f), relating to Selected Reserve enlistment and reenlistment bonus for persons with prior service. (7) Section 910(g), relating to income replacement payments for reserve component members experiencing extended and fre- quent mobili z ation for active duty service.
