(11) M eans for achieving operational realism and means of demonstrating operational effectiveness, suitability, and survivability. (1 2 ) D etailed descriptions of planned tests. (1 3 ) A description of the resources re q uired to implement the plan. (c) REPORT . — (1) ING ENER AL .— N ot later than March 1, 2010, the S ec- retary shall submit to the congressional defense committees a report setting forth and describing the plan required by subsection (a) and each of the elements required in the plan under subsection (b). (2) A D D I TIONAL IN F OR M ATION ON GRO U ND- B A S ED MID C OURSE DEFENSE.—The report required by this subsection shall, in addi- tion to the matters specified in paragraph (1), include a detailed description of the test and evaluation activities pertaining to the G round-based Midcourse Defense element of the ballistic missile defense system as follows

(A) P lans for salvo testing. ( B ) Plans for multiple simultaneous engagement testing. ( C ) Plans for intercept testing using the Cobra Dane radar as the engagement sensor. (D) Plans to test and demonstrate the ability of the system to accomplish its mission over the planned term of its operational service life (also k nown as ‘ ‘sustainment testing ’ ’). (3) F ORM.—The report required by this subsection shall be submitted in unclassified form, but may include a classified anne x . SEC.237 . S TUDYON D I SC R I M IN A TION CA P A B I L ITIES O F BALLISTIC MISSILE DEFENSE SYSTEM. (a) STUD Y .—The Secretary of Defense shall enter into an arrangement with the J AS O N Defense Advisory Panel under which JASON shall carry out a study on the discrimination capabilities and limitations of the ballistic missile defense system of the U nited States, including such discrimination capabilities that exist or are planned as of the date of the study. (b) REPORT.—Not later than one year after the date of the enactment of this Act, the Secretary shall submit to the appropriate congressional committees a report containing the study. (c) FORM.—The report under subsection (b) may be submitted in classified form, but shall contain an unclassified summary. SEC. 23 8 . ASCENT P H ASE MISSILE DEFENSE STRATE G Y AND PLAN. (a) REPORT.—Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report containing a strategy and plan for ascent phase missile defense.
