118 STAT. 3128 PUBLIC LAW 108–447—DEC. 8, 2004 year 2005, the Library may enter into personal services contracts for the provision of services in facilities owned, operated, or con structed under the jurisdiction of the National Institutes of Health: Provided further, That in addition to amounts provided herein, $8,200,000 shall be available from amounts available under section 241 of the Public Health Service Act to carry out National Informa tion Center on Health Services Research and Health Care Tech nology and related health services. OFFICE OF THE DIRECTOR (INCLUDING TRANSFER OF FUNDS) For carrying out the responsibilities of the Office of the Director, National Institutes of Health, $361,145,000, of which up to $10,000,000 shall be used to carry out section 217 of this Act: Provided, That funding shall be available for the purchase of not to exceed 29 passenger motor vehicles for replacement only: Pro vided further, That the Director may direct up to 1 percent of the total amount made available in this or any other Act to all National Institutes of Health appropriations to activities the Director may so designate: Provided further, That no such appro priation shall be decreased by more than 1 percent by any such transfers and that the Congress is promptly notified of the transfer: Provided further, That the National Institutes of Health is author ized to collect third party payments for the cost of clinical services that are incurred in National Institutes of Health research facilities and that such payments shall be credited to the National Institutes of Health Management Fund: Provided further, That all funds cred ited to the National Institutes of Health Management Fund shall remain available for 1 fiscal year after the fiscal year in which they are deposited: Provided further, That up to $500,000 shall be available to carry out section 499 of the Public Health Service Act: Provided further, That of the funds provided $10,000 shall be for official reception and representation expenses when specifi cally approved by the Director of NIH: Provided further, That a uniform percentage of the amounts appropriated in this Act to each Institute and Center may be utilized for the National Institutes of Health Roadmap Initiative: Provided further, That the amount utilized under the preceding proviso shall not exceed $176,800,000 without prior notification to the Committees on Appro priations of the House of Representatives and the Senate: Provided further, That amounts utilized under the preceding two provisos shall be in addition to amounts made available for the Roadmap Initiative from the Director’s Discretionary Fund and to any amounts allocated to activities related to the Roadmap Initiative through the normal research priority setting process of individual Institutes and Centers. BUILDINGS AND FACILITIES For the study of, construction of, renovation of, and acquisition of equipment for, facilities of or used by the National Institutes of Health, including the acquisition of real property, $111,177,000, to remain available until expended: Provided, That notwithstanding any other provision of law, single contracts or related contracts, which collectively include the full scope of the project, may be employed for the development and construction of the first and
