EFFECTIVE DATE. Titles XXI, XXII, XXIII, XXIV, XXV, and XXVI shall take effect on the later of— (1) October 1, 2001; or (2) the date of the enactment of this Act. TITLE XXVIII—GENERAL PROVISIONS Subtitle A—Military Construction Program and Military Family Housing Changes Sec. 2801. Increase in thresholds for certain unspecified minor military construction projects. Sec. 2802. Exclusion of unforeseen environmental hazard remediation from limitation on authorized cost variations.
