PUBLIC LAW 105-174 —MAY 1, 1998 112 STAT. 101 (C) After the expiration of the 7-day period which begins on the date the Mayor notifies the Council of the nomination under subparagraph (B), the Mayor shall notify the Authority of the nomination. (D) The nomination shall be effective subject to approval by a msgority vote of the Authority, (2) REMOVAL.—During a control year, the Chief of the Metropolitan Police Department of the District of Columbia may be removed by the Authority or by the Mayor vsdth the approval of the Authority. (3) CONTROL YEAR DEFINED.—In this subsection, the term "control year" has the meaning given such term in section 305(4) of the District of Columbia Financial Responsibility and Management Assistance Act of 1995. (c) EFFECTIVE DATE.— This section shall be effective as of April 21, 1998. SEC. 10008. SUPPORT FOR DEMOCRATIC OPPOSITION IN IRAQ. Notwithstanding any other provision of law, of the funds made available under the heading "Economic Support Fund" in Public Law 105-118, $5,000,000 shall be made available for assistance to the Iraqi democratic opposition for such activities as organization, training, communication and dissemination of information, developing and implementing agreements among opposition groups, compiling information to support the indictment of Iraqi officials for war crimes, and for related purposes: Provided, That within 30 Reports, days of enactment into law of this Act the Secretary of State shall submit a detsdled report to the appropriate committees of Congress on plsins to establish a progrsim to support the democratic opposition in Iraq. This Act may be cited as the "1998 Supplemental Appropriations and Rescissions Act". Approved May 1, 1998.
