PUBLIC LAW 103-332—SEPT. 30, 1994 108 STAT. 2507 expiration of 30 calendar days (not including any day in which either House of Congress is not in session because of adjournment of more than three calendar days to a day certain) from the receipt by the Speaker of the House of Representatives and the President of the Senate of a full and comprehensive report on the development of the southern end of Ellis Island, including the facts and circumstances relied upon in support of the proposed project: Provided further, That the first proviso under this head in Public Law 102- 381 (106 Stat. 1384) is amended by inserting ", not to exceed 16 USC i4d. $250,000 per incident," after the word "funds" and by inserting ": Provided further, That any exercise of this authority must be replenished by a supplemental appropriation which must be requested as promptly as possible" after the word "System". UMTED STATES GEOLOGICAL SURVEY SURVEYS, INVESTIGATIONS, AND RESEARCH For expenses necessary for the United States (Geological Survey to perform surveys, investigations, and research covering topography, geology, hydrology, and the mineral and water resources of the United States, its Territories and possessions, and other areas as authorized by law (43 U.S.C. 31, 1332 and 1340); classify lands as to their mineral and water resources; give engineering supervision to power permittees and Federal Energy Regulatory Commission licensees; administer the minerals exploration program (30 U.S.C. 641); and publish and disseminate data relative to the foregoing activities; $572,556,000, of which $62,130,000 shall be available only for cooperation with States or municipalities for water resources investigations: Provided, That no part of this appro- 43 USC 50. priation shall be used to pay more than one-half the cost of any topographic mapping or water resources investigations carried on in cooperation with any State or municipality: Provided further, That of the offsetting collections credited to this account $546,000 are permanently canceled. WORKING CAPITAL FUND The first paragraph under this head in Public Law 101-512 43 USC 50a. is amended as follows: in the second sentence after "work," insert "facilities,"; and in the third sentence after "include" insert "laboratory modernization and equipment replacement,", after "operations" insert ", maintenance,", and after "replacement of computer," insert "publications, scientific instrumentation,". The second paragraph under this head in Public Law 101- 512 is amended as follows: in the second proviso after "depreciation 43 USC 50a. of equipment" insert "and facilities,". ADMINISTRATIVE PROVISIONS The amount appropriated for the United States Geological Survey shall be available for purchase of not to exceed 22 passenger motor vehicles, for replacement only; reimbursement to the General Services Administration for security guard services; contracting for the furnishing of topographic maps and for the making of geophysical or other specialized surveys when it is administratively determined that such procedures are in the public interest; construction and maintenance of necessary buildings and appurtenant facili-
