108 STAT. 1746 PUBLIC LAW 103-317—AUG. 26, 1994 UNITED STATES TRAVEL AND TOURISM ADMINISTRATION SALARIES AND EXPENSES For necessary expenses of the United States Travel and Tourism Administration including travel and tourism promotional activities abroad for travel to the United States and its possessions without regard to 44 U.S.C. 501, 3702 and 3703, including employ- ment of American citizens and aliens by contract for services abroad; rental of space abroad for periods not exceeding five years, and expenses of alteration, repair, or improvement; purchase or construction of temporary demountable exhibition structures for use abroad; advance of funds under contracts abroad; payment of tort claims in the manner authorized in the first paragraph of 28 U.S.C. 2672, when such claims arise in foreign countries; and not to exceed $15,000 for official representation expenses abroad; $16,407,000, to remain available until expended: Provided, That none of the funds appropriated by this paragraph shall be available to carry out the provisions of section 203(a) of the International Travel Act of 1961, as amended. PATENT AND TRADEMARK OFFICE f SALARIES AND EXPENSES For necessary expenses of the Patent and Trademark Office provided for by law, including defense of suits instituted against the Commissioner of Patents and Trademarks; $83,000,000, to remain available until expended, of which $6,000,000 is available only for the acquisition of high performance computing capability: Provided, That of the offsetting collections credited to this account, $2,195,000 are permanently canceled: Provided further, That the funds made available under this heading are to be derived from deposits in the Patent and Trademark Office Fee Surcharge Fund as authorized by law: Provided further. That the amounts made available under the Fund shall not exceed amounts deposited; and such fees as shall be collected pursuant to 15 U.S.C. 1113 and 35 U.S.C. 41 and 376, shall remain available until expended. TECHNOLOGY ADMINISTRATION UNDER SECRETARY FOR TECHNOLOGY/OFFICE OF TECHNOLOGY POLICY SALARIES AND EXPENSES For necessary expenses for the Under Secretary for Technology/ Office of Technology Policy, $10,000,000, of which not to exceed $2,000,000 shall remain available until September 30, 1996. NATIONAL TECHNICAL INFORMATION SERVICE NTIS REVOLVING FUND For expenses necessary to implement the American Technology Preeminence Act, $8,000,000, to remain available until expended: Provided, That of the offsetting collections credited to this account, $140,000 are permanently csinceled.
