(bb) A change to any heading of this section from a parts heading, or to any subheading from a parts subheacQng; provided, with the exception of a change to heading 9009, that the value of materials originating in the territory of Canada and/or the United States plus the direct cost of processing performed in the territory of Canada and/or the United States con- stitute not less than 50 percent of the value of the goods when exported to the territory of the United States. (dd) Notwithstanding rule (bb), goods subject to classification within headings 9101 through 9107 shall be treated as goods of the country in which the movement subject to classifica- tion under headings 9108 through 9110 was produced. (ee) A change to headings 9108 through 9113 fixtm any other heading, including another heading within that group; provided, that the value of materials originating in the territory of Canada and/or the United States plus the direct cost of processing performed in the terri- tory of Canada and/or the United States constitute not less than 50 percent of the value of the goods when exported to the territory of the United States. (cc) A change to a subheading within the group 9608.10 through 9608.39 from a subheading within the group 9608.91 through 9608.99; provided, that the value of materials originating in the territory of Canada and/or the United States plus the direct cost of processing per- formed in the territory of Canada and/or the United States constitute not less than 50 per- cent of the value of the goods when exported to the territory of the United States.
