no more than 3 of such members may be representative of fiscal intermedicuies. Members shall be appointed so as to be representative of all geographic areas of the United States. (c) DUTIES.—The Advisory Committee shall study the reasons for the increase in the denial of claims for home health services during 1986 and 1987, the ramifications of such increase, and the need to reform the process involved in such denials. (d) REPORT.—The Advisory Committee shall report to the Administrator, the Committees on Ways and Means and Energy and Commerce of the House of Representatives, and the Committee on Finance of the Senate, not later than one year after the date of the enactment of this Act, on its study under subsection (c), the findings of its study, and its recommendations for changes in the regulations under title XVIII of the Social Security Act as they relate to denial of claims for home health services. (e) MISCELLANEOUS PROVISIONS.—
(1) The Advisory Committee shall elect one of its members to serve as Chairman. (2)(A) A majority of the members of the Advisory Committee shall constitute a quorum for the transaction of business. (B) The Advisory Committee shall meet at the call of the Chairman, or at the call of a majority of its members. (3) Members of the Advisory Committee shall serve without compensation, but shall be entitled to reimbusement for travel, subsistence, and other necessary expenses incurred in the performance of their duties as members of the Committee. (4) The Advisory Committee may appoint and fix the compensation of such personnel as it deems advisable, in accordance with the provisions of title 5, United States Code, governing appointments to the competitive service, and the provisions of chapter 51 and subchapter III of chapter 53 of such title, relating to classification and General Schedule pay rates. (5) In canning out its duties, the Advisory Committee is authorized to hold such hearings, sit and act at such times and places, and take such testimony, with respect to matters for which is has a responsibility under this section, as the Committee may deem advisable. (6) The Advisory Committee may secure directly from any department or Eigency of the United States such data and information as may be necessary to carry out its responsibilities. Upon request of the Committee, any such department or agency shall furnish any such data or information. (7) The General Services Administration shall provide to the Commission, on a reimbursable basis, such administrative support services as the Advisory Committee may request. (f) AUTHORIZATION OF APPROPRIATIONS.—There are authorized to be appropriated such sums sis may be necessary to carry out this section. SEC. 428. PROHIBITION OF MISUSE OF SYMBOLS, EMBLEMS, OR NAMES IN REFERENCE TO SOCIAL SECURITY OR MEDICARE.
(a) IN GENERAL.—Part A of title XI is amended by adding at the end the following new section:
